Tried the HotKeys_b1 mod and had a problem.
Worked great for myself (the server) and one other player, but the third player couldn't get external views...ever...unless we turned on external views.

We tried restarting the program and changing order of joining the program, but the problem followed the player.

Any idea what might be interfering with his being able to get external views?

We have had some wierd issues similar to that in our flying squad.

I'm finishing up an updated version of hotkeys, and I made some changes to the way I handle the external views. Hopefully that will fix the problem. I hope to have the new beta finished by next weekend.

Each client needs the mod installed. If one of the clients did not have the mod installed, that person would not have any external views.

Technically the server doesn't have to have the mod installed. As long as the paramaters are in the [Mods] section of the .mis file, they will get passed to all players that have the mod, regardless of whether or not the server has the mod installed.
