Not likely as the developer has said he could have released a version of SOW already, but he still has the resourses to release SOW with all the features he's invisioned. The worst case scenario is he runs out of time and monies and releases SOW with less features. Then add the missing features with addons and patches, if the game sells well enough to finance further work.

He may do so via 1C in Russia, but if the distributing partner in the west runs out of money there is little hope for us westerners to see this in our stores.

If they released the game in Q2 2009 as cited by IGN, the game would have been moved from the "new releases" shelf to the abandoned "sports/racing/flying" section with very little exposure to customers who might purchase it because it has a pretty picture on it.
Guys who have been flying IL-2 for all these years belong to the group that don't need advertising to, and will purchase the game regardless of when it is put on the shelves. But Joe Public who has only ever heard about these mystical 'flight simulators' will only be looking at what's in front of him - a pretty box on the 'new releases' shelf.
