Yes, as it say the link http://www.sas1946.com/main/index.php/topic,16382.0.html is for Modact 3.06 for 4.101.
Winrar contains a help section, start the winrar an read it if you want to use the software!

As i said before every software contains help, if you want to use it you have to read that and try to learn (Are you so lazy ? that you don't bother yourself for reading ?) :?: :?:
Extracting (.7z) archive files is same as i described for winrar (.rar archive files), extract all files to a temp
folder and follow instructions at SAS,for how to install and use HSFXS_SASModact_v1.2 or search and ask for help of
someone who use it , i don't use it!
