Most of the mod maps do make it clear which version they work under, either in the initial post on the download thread and/or in a readme file in the installation pack. Of course you do have to read it.
Which maps do not?

It was because a few new Map's do not state clearly . Can some map's use both without modding ??

All depends on which objects and ground textures are used in the map.
The new maps released with 4.09 had such superb buildings and ground textures that many new maps have adopted these. If this is the case then you must have 4.09 installed otherwise these objects will not be there to be loaded.
There is also an increasing use of new or edited objects which have to be installed separately. If this is the case it will always tell you in the installation notes, but for some of the Beta maps you may have to know what you are doing to manage the installation.
If a map only uses new or edited objects and does not use any 4.09 stuff then it should run ok on 4.08, but the best bet is to do a full install up to version 4.09 so that you can access everything and just use the Version Switcher if you want to go online on a 4.08 server.
