It seems you should just change your speedbar settings.
While in-game try and cycle through all the speedbar options using the 'Toggle Speedbar' command in the IL2 buttons config (if you haven't done it, you should assign a key for it first).
And of course the "No speedbar" box in your difficulty settings must be set to 'OFF'!

I spent so much time changing manually the conf.ini that I completely forgot about the in-game difficulty settings!!!!!
