I am posting this as a possible solution to those who are having problems with their DX10 ATI Cards.
I upgraded from a NVIDIA 9800GTX to a ATI 4890, thinking it would be miles ahead in terms of performance, but I was greeted to some artifacts particularly when I was being fired upon and looking back. I wrote it off as a bad card and RMA'd my card to newegg, waiting for the new card to arrive, I was sure this would fix the problem. To my Dismay, when the new card arrived, it was having the same exact problem as the old one...

I had tried everything imaginable, from turning off the NV variables in the conf.ini file to tweaking every setting in the catalyst control panel... Nothing was working.
I then realized when I turned mods off... the problem disappeared. I had also noticed this problem primarily happening when I was looking at flak explosions. Thinking brashly, I searched for all files containing the word "flak" in the mods folder and deleted all of the files.
Like magic the problem went away.
