I know CK has transition from an IL2 mod to a brand new game
(Weird move IMO, but that's alright. I'm still eager to play.)
But will it still be free to DL?

No it will not be free, it is a completely new stand alone game
Being made by a game developer and a new CK team.
You will be able to DL the full game and play it as a demo with a time limit
Till you pay for a key then it will be unlocked with no time limit.
