Stutters with ATI X1600

When I run IL2 on any map using OpenGL my framerate will drop, or stutter, every 1 to 2 seconds. I have checked all over this forum to try to find a solution to fix this. I even saved my old copy of the game and just did a clean install but my problem remains. The problem goes away when I use DirectX, but I would prefer to have "perfect" settings for the ground textures. I am 99% sure it's not an overheating problem.

I have:
Windows XP
Intel Core Duo 2.0 Ghz
ATI Radeon X1600
2 Gb RAM

I've heard that vertical sync can cause stuters with some ati cards, it might be worth trying setting it to 'always off' and see if that solves the problem.

i saw that on another thread but it didnt work. Ive been combing though the help sections here but cant seem to find anything that works. any more ideas?

Hmm. I have same HW, with no issues (its in an iMac though)..... There was some texture that caused problems in one of the mods, but I forget what it was. When putting in a smaller texture for the offending one, it all went away. These are my current settings, though it still works fine with the settings pretty much maxxed.
