In 1930's we were capable of building aircraft, not very competitive though, thanks to the efforts of the individuals Vecihi Hürkuş (has a very similar story with Ernst Udet) and Nuri Demirağ (an industrialist) and government' s right moves... When war broke out Allies especially Britain, tried to help our neutrality policy, so they sent whatever they could, French planes were to be I guess reverse engineered/probably built under license and their arrival was before German attack to the West, as the primary chrome supplier of the Germany, we received Krupp PAK' s and I think Heinkels arrived at the time of German superiority, Focke' s arrived later as Germany sought an ally for the Midde East and Ukranian fronts, as the tide turned out to allied favour, US wanted us in the war -aggressively- like Russians, Cairo meeting was not satisfactory and US stopped shipments of Military aid (This is the beginning of the tradition of their tendency to leave us alone in time of need and mutual trust) Britain being more realistic sent us brand new Spits between early43-early44. Churcill wanted to create the second front at the Balkans, the possibility remained until Normandy, so I guess bombers arrived at that very period of late 43-44.

Edit: Eleven B-24s made an emergency landing in Turkey coming from bombing of Ploesti within Operation Tidal Wave. All of them were interned by Turkey and five of these B-24s were repaired and served in the Turkish Air Force.
