these forums have a wealth of knowledge. Most learned by reading here and posting thier findings when they alter the game with some success.
my advice would be to read the topics posted here and use the "search" feature of the forums to find data that may remove any hurdles you encounter.

The only expensive program is 3D max if you decide to use that program to make 3d models with. Last time i checked it was around 1000 GBP or 2000 dollars. Then again you can use other programs which are cheap or free but the industry standard is 3D max... and if you know what your doing well you can get everything free... the rest of the knowledge of how to work it etc is up to you to learn

1st you need to decide what do you like to mod. Gmax is a free 3d program.
