Ok I stuffed up my install of IL2 1946 so I had it totally uninstalled and deleted. I then did this following all instructions perfectly.

Installed IL2 1946 4.08
Patched to 4.09m
Installed UP 2.0

I then ran the game and its works great runs fund in missions and everything.
The problem is I can't change any skins at all.

Absolutely every skin for every plane won't work not just my own.
I change it in the list but the display stays the same with the default skin on the plane. If I change it then load up the map it still has the default skin.
No matter what I do the skin stays default.

Help please =(

EDIT: Could it have anything to do with the fact I replaced the conf.ini file with my own previously working one? the only difference is that one was for 4.08m not UP 2.0 does that matter?
Maybe someone could upload there UP 2.0conf.ini if possible?

Go to Network Settings, and switch on Skin Download.

Yes, could be conf.ini, since skin download is saved in there, but there is no UP specific conf.ini, so just flip the switch in Network Settings and save.

Or open your conf.ini in notepad, find the section:

[NET]
SkinDownload=1

Make sure it is =1

Sry but I don't have an answer to the problem but I think you should have gone with HSFX4.1 instead

Hmmm...odd...that is really all it should take!
Hardware Settings...Network...flip the Skin Download swith up (ON).
Now, of course, it won't work online if you are flying a server which does not have skin download enabled, but it should work offline.
