What is the purpose of this file please?

There is nothing this file in my stock IL2 install but in the MOD install there are 455 MB of files with very long numbers which contain skin TGAs.

Are these necessary for the mod default skins or is it safe to delete them?

Its just a storage file of skins that have been used previously. Im not sure but i think it helps load skins quicker.......but its also safe to delete
