when - i'd say only the developers know that 100%
where - i's suspect at the usual places where all previous patches have been released
compatibility - i doubt it would be compatible "out of the box" and it would require a little bit of fiddling to make it work but from all i heard it will be modable at least to the same degree as the currently available version of the game.

If you have read the article at simhq then you will have seen Olegs response to a possible release date and the mod issue.. outside of that you know as much as the rest of us..
