Waaay down the bottom where it says [OpenGL], well underneath that it says HardwareShaders=0, at least it does in your conf.ini at the top of this thread. Make sure that it is actually set to 1. That has to be 1 to get nice ground textures rather than blocky shading. Dunno if the [DirectX] one needs to be set to 0 in return too, but mine is... try it.
