Do IL2 1946 work on Vista 32 bit?

Yes it does, you may want to install outside your program files like you should always do (I forgot the reason why sorry but it has been adviced like this in the past).

The reason is due to the way that Vista and Win7 User Account Control treats files that the O/S considers system files within the Program Files directory.
When Windows Vista/7 open a file such as a *.ini or *.dat etc within the Program Files directory, it makes a backup copy of the file during opening.
When the program shuts down, it compares the two and if changes were made, it restores the backup.
