I have plans for your "Flying Tiger"! Three weeks ago at the Casablanca Conference the President was introduced to a British Colonel named Ord Wingate. Wingate operated a special forces program in Burma and wants to return to do such with allied air support. The President loved Wingate, called him the next T. E. Lawrence and then charged me to create a unit quickly, whose job it would be to provide strict air cover for Wingates jungle commandos. Stop.
The President made it clear that he expects the 10th Air Force to support and utilize the new air unit, which is where your aid, the "Flying Tiger", comes in. He was put on my list because he was a pilot with the American Volunteer Group in Burma, and was present for the fall of Rangoon. The new unit has changed its name five times so far, from Project 9 to Project CA 281, then to 5318th Provisional Unit Air, then to Number One Air Com Force and finally 1st Air Commando Group. Stop.
It was decided to make joint leaders for the 1st ACG. The first was Lt. Col. Philip G. Cochran, who had an excellent war record as a fighter pilot in North Africa. The second was Lt. Col. John R. Alison, an Ace who had flown with Major General Claire L. Chennault. After an interview with both men I told them, "To hell with paperwork, go out and Fight!" Stop.

1. To facilitate the forward movement of Wingate's columns
2. To facilitate the supply and evacuation of these columns
3. To provide a small air covering and striking force and
4. To acquire air experience under the conditions expected to be encountered. Stop.
Thirteen C47's were acquired along with one hundred CG4A Waco Gliders for transport operations. For light aircraft, Vultee L1 aircraft were chosen due to their ability to carry 2 or 3 stretchers. The fighter requirement was covered when thirty North American P51A Mustangs were acquired. For the strike element twelve North American B25H Mitchell bombers were obtained which were initially destined for the 14th Air Force. Soon the first major joint operation involving Wingates Chindits and the 1st Air Commando Group is to begin. This operation, code named Operation Thursday would finally test the Chindits and the Air Commandos ability to work as one. Stop.
Harold, Colonel Cochran is going to need experienced fighter pilots whom know Burma. Veteran AVG pilots have been the pick of the litter, have the Second Lieutenant transfered to the Tenth Army Air Force, and report in at the United States Army Air Corps Field in Calcutta, India by: Feb. 13th 1943, 0:00 hours.
