How about another weather condition... rain without lightning.

No. Rain/Snow = Rain or Snow, depending on the ambient temperature of the map. i.e. for "Moscow Summer" you get rain, and for "Moscow Winter" you get snow.
The weird map that confuses everybody is the newer desert map (which you used for your Iraq campaign) which has was given a very low ambient temp to stop engines overheating, and therefore has snow when it should have rain. Otherwise it's rain for summer, snow for winter.
If the ambient temp. for England in June map is set correctly, then you should get "rain".
