A few questions first:
Is this a new build? do you have performance problems with other 3d apps/games? What resolution are you using?
The shimmering coasts/rivers is a problem I have also - I tried some of the new dlls which I thought would help, but no joy - I'm pretty sure that the shimmering and your low fps are different issues however - so I would try to fix the performance first...
Just a thought on 64bit xp - I stayed away from using this because of driver issues etc. have you had problems with it and Il2 before?

the only new i have on my rig is the asus en9800gt, i did a upgrade from asus en7300gt coz i wanted to run il2 in perfect mod, cadent run in prefect mod whit the 7300gt.
i have tested cod2 and sudden strike3, sudden strike 3 is a almost new, had no problem att all runing thos games.
and i have no problem to run il2 in just excellent mod, just problem in summer maps in perfect mod,
normaly i use 1024*768 60hz, i have also tested 1280*960, diffident notice any big different in the fps
i just get max 21 fps in the sommer map wile i get over 100 in winter coz there is no animation on the water i suppose, one thing i just thinks abit wird is there is not to much diffrent in the fps if i use water 1 or water 4.
if i start on the airfield i just have about 9-11 fps when im in the air i have around 11-21 in fps.
i use the new dlls also that one from 0803,
i have this shimmering on the plane also if i look on it from distant, absolutely on the national marking, i use mat manager.
and also i can see it on the rivets/lines on the planes underside where the rivers are more darker.
hade no probelm whit il2 before coz i just cud run it in excellent mod whit the en7300gt, or almost excellent, i had the cloud to normal.
btw i had drivers problem whit the en7300gt, i relay get bad jigged gfx whit the new drivers to it, even if i used supersampels , but that can also depends on that opengl dont support supersampels, that was what i have read.
so im abit jealous on all thos that can run il2 in perfect mod whit good fps and no shimmering, like have seen on movies and pixs.
