The mods I use :
20mm hit flash by GETTER
Mgun hit effects by Maven.
New Weapon Hit Effects Mod + Rocket Trail v1.3 by Th!rdeye.
New Gunfire flash Effects 2.1 by Vpmedia
Intermittent fire with smoother heavy black color smoke rendering and New Blackout Version V5 by HolyGrail
fabian's & LaL_Rone Destruction Mods

Effects 2 or 3 doesnt change a thing

Effects 2 or 3 won't help you, they only set up if to draw shadows of effects or not.
It looks like it is a texture problem, maybe buffer problem.

Try removing this mod, cut it and paste into desktop.

deactivate these mods one by one, I'd start with this:
