it depends on what version of IL2 Sturmovik you use(v4.08, v4.09) or UI 1.1 Ui1.2)

Go to your game folder...to \i18n\
find hud_msg.properties, and copy it to \MODS\STD\i18n\ (you may have to create a folder)
Rename it to hud_msg_ru.properties
To fix Russian text with online server messages, do a similar thing with netmessages.properties
