I've downloaded and installed HFX v4.0 but there isn't any new flyable planes whereas they should be some.

Make sure you patched to 4.08 and 4.09 first.
Make sure the HSFX 4.0 install went to your game folder. The default install path is completely wonkers, and needs to be redirected to your game location.
