I was wondering: is it possible to create a mod that would allow you to change the skin on stationary aircraft? Be nice to have 109s, 88s & 111s in desert camo.

I think it has been done... (The link is inoperative) look here. I haven't tried it so I cant speak on it.. but it sounds like a goodie from the posts and definitely one of the first things I will try when the time comes. This is something that I have actually been wanting for a long long time in this sim....

Bear is correct...you use vp_media's mod to change the default skins, and voila, Stationary Aircraft are also changed.
After installing vp's mod, I created an entire E:\Program Files\Ubisoft\IL-2 Sturmovik 1946_mod\files\3do\plane directory that I use whenever I am flying a desert map...I just rename the default plane folder to plane_default, and substitute the plane folder containing the desert skins...takes about 2 seconds to have correct, default desert skins on any desert map of my choosing...how kewl is that? 8)

Cheech, I started out doing that but there is another solution that takes care of it automatically.
Below is an example of filelist entries. Adding a third folder in each aircraft folder labelled "Desert" will allow you to set dedicated skins that will be selected whenever you enter a Desert or Pacific map (Works especially well with Luftwaffe types, but may become confusing with US aircraft).

(OK, I know it's a long shot, but that would be the coolest thing ever!) I.E. you could have an 8th AF bomber base and have B-17s from several different groups or squadrons parked on the field, or the same thing with fighters.
