Map building setup problem FMB won't load new map

I'm wanting to explore map building but have a problem loading map files. Here's what I've managed so far.
1. Exracted all map SFS files to seperate folder, all seemed to extract OK.
2. Created game-root\MAPS folder in game root directory and created a sub-folder called "sal_Palau"
3. Created a game-root\Mods\mapmods\maps\Sal_Palau folder and copied all the original Palau map files to it.
4. Copied & edited the all.ini file & placed into the game-root\Mods\mapmods\maps folder, the file looks like this...

5. Changed the FMB bldconfig.ini file to change FMB from mission building mode to map building mode (that works OK) & I can now load the original Palau map & when I save the txt, table & actors files are saved to the game-root\maps\Sal_Palau folder.

My issue is that I can't load a changed file from FMB? What am I doing wrong?

You must copy a edited and saved file from the ../maps/sal_palau folder to your ..mods/mapmods/maps/sal_palau folder.

Nope... that didn't work. Also notice that saving a map doesn't seem to work either. So problem is now both load & saving a map. I loaded Palau map from FMB changed one of the labels & hit "Save" expecting the map files to be saved into ..\maps\sal_palau but no change of labels in the texts.txt file. Don't have "new" map available in load menu either.... very frustrating!
