i have 4.08 installed but i can't hear any ingame chat. what do i do?

If you are referring to Voice Comms.....
NO ONE uses the in-game voice comms. 98% of the community uses Team Speak.
Go here.... www.teamspeak.org and d/l the client software.

I've wondered about this. Do voicecoms in IL2 work? Do they lag badly?

my clan has used them but went to TS because with TS anyone can join and talk to you WITHOUT having to join the game! :-)

every time i get it from teamspeak.org it goes to install and my computer locks up.
