I'm certain it has been asked, but are we able to produce them?

I've tried and tried by editing the chief.ini file but it doesn't seem to work for ships ... you can edit your own vehicle and armor sets/convoys to your heart's content apparently (and I have), but no dice on the ships ...
Which doesn't mean it can't be done ... I just haven't found out how.

I'm more interested in the vehicles. How is this done?
