The reason is simple: the TGA header is completely missing !!! Confusedhock:

So I took the header from one of the few images that open (CenterCity.tga) and, using a Hex editor, pasted it into one of the images that do not open (DownCity.tga).

Half Bingo !! Sad

The image opens, shapes are barely recognizable, but colors are completely off:

So there is still something that throws off the alignment of the R,G,B bytes that form the pixel. I tried adding one or two extra bytes to restore alignment, but it did not work.

This must not be a difficult problem for someone who knows well the TGA format.
