Voices have been wide open for modding since the days of Forgotten Battles. You simply have to replace the voice samples in the folders with your own recordings. The reason why it hasn't been exploited much is that it takes a lot of work and talent to do a decent job of it.
I find that the voices are annoying and I have them switched off.
There's a lot of potential for the in-game voices to be improved, not just the voices themselves but the amount of repetition and the kind of info that they convey. I'm not exactly sure what those improvements would be.
I quite like the voices in BoBII but even they begin to grate after a while. It's a tricky one.
