the airfiled enginers would remove that ring of bushes around the field before they would even think about paving the runway. For accuracy of a runway, any runway, you don't put any kind of collision object anywhere near where a plane would operate. the tower at the runway threshold would not be placed there either (collision hazard). the fuel storage wouldn't be that close to hangar.
