I asked Oleg for this a long time ago, only I asked that, external view be allowed only when in contact with the ground. He never responded 
I think that, for carrier operations in particular, this would be a very valuable MOD for full real coops. I would go so far as to suggest that the outside view be restricted to only your own plane too. This would allow you to get outside of your plane to taxi, but keep you from seeing any other planes in the mission, precluding one from warning his buddies of the position of enemy aircraft, which is the primary reason for the no-outside views in full real coops and servers in the first place.
When you bail out in a full real mission, you get an outside view of your plane only. Maybe that is the key to this?
