Charging a membership fee for a website/forum, does not mean you are paying for the mods. Mearly the forums. Its just a co-incidence that the mods are only available on the site.
There is two things I see wrong with the idea - personally...
1: you can risk the fact that nobody, or very little would do it. Unlikely considering how many people are adament that these are additions that they would be willing to pay for.
2: you could drive a large majority of mod users, away, causing them to make alternatives, with a less constructive POV, loosing more 'control' (I use that loosely, so dont debate the use of that term) over what mods are freely available.
