Most important benefit of mods is that user can choose what he likes and what his system can handle and disregard the rest of it ...
Who would decide which mods/changes should be included in that patch and on what system should it be tested ?
...there is no way everyone will be happy with contain of that patch ( proved by every official patch published so far ...) . It will provoke endless discussions and requests/complains by users....
....again , only way to keep all users satisfied is to let them choose by them self
