hey muffinmn, as a furtherment to that concept - how about looking at it like this; (which is probably what you have in mind, but I thought I'd voice it anyhow, just in case it helps 
)
If one was to make a seperate spawn point, as a 'test runway' for example on the field as part of a mission, which the mission builders give the selection of 1 aircraft only - whos slot you use as the traffic controller - which would spawn you at the spot of - or near enough to - the actual tower....
That could be a basic way of getting the ATC onto the field...
