Oviously you didn't extract actors.static into out*.txt files. The program doesn't check if the files are present.
And one more thing to consider: you have to specify LOWER LEFT corner first, then UPPER RIGHT. It's my fault, sorry... The program was written for internal use and has no checks and whatever...
