Yes... If there was even a short text explaining even the basics, it would be enough to get people started, and - as leigh said - would lighten the workload. Keeping it limited to a certain few... well, we'll be here for years before you get half of what people want...

Even someone taking an afternoon or something away from project time, to write a basics - this, instead of slowing the flow of projects down, IMHO, would go the opposite way...
