HQ skins go to -

F:\'46\Mods\BuildingsTextures\3do\Buildings\Pacific\HQ_US

make your customized HQ from template, save as 32 bit tga with alpha channel

hq_us.tga =1024x1024 (or512x512)
re-size and save as -
hq_us_l2.tga = 128x128
hq_us_l3.tga =64x64

or F:\'46\Mods\BuildingsTextures\3do\Buildings\Pacific\HQ_JP02

etc.
