Yay! I finished the damn thing. The code is very untidy so until I sort it out it only works with outBuildings.txt.

What does it do? It asks you for the delta_X and delta_Y values. They can be negative values, it should be able to manage up to millions of units on each file, it should be able to handle "huge" files (around 400k or so actually) too since it's dynamically allocating memory, and it also lets you put up to 2 decimals in each increment.

There's a bug I haven't sorted out yet with increments that move the objects too close to the origin (ie: from whatever number X,Y to [0.023,0.11] for example.) I'll try to get it ironed asap.
