My GPU fan is 224 rpm, which I suspect is part of the problem. I do not know what the typical GPU fan speed is (and I know diameter is a factor) but 224 rpm seems slow


That is very slow and usually detects that something is wrong with graphic card or fan on it in every way.

Do you know what is your graphic card and what driver do you use? Sometimes things like that can be solved with just changing the driver.

I would also suggest to come back to WinXP, this is not first time that I hear for problems with CPU
