well, I finally got my sea navigable by ships...but anyone know an easy way to get the surf up?

I know the sea is 28.....and the surf is 31....but is there a way i can select the sea area (or land) and just change the value of the single or double row of pixels bordering it?


and what effect do the values in load.ini have? they mention surf live action or something similar..
