In all honesty it seems like you have some kind of issue with your PCIE bus. Changing the memory thing was good, it might improve performance with windows and load times, but like I said I didn't think it was the problem at hand.
If you can get the CPU scores from either 3dmark03 or 05 I might be able to trace the problem further. (Click Details after you run 3dmark, or select only CPU tests to be run if you can) If the CPU scores are correct then we've traced the problem to either the video card or the video card bus, or something in windows relating to the video subsystem. GPUZ looks correct, which is why I'm really curious now. All the readings are fine, but the performance is not.
Edit: Do you have Antialiasing, vsync, or anisotropic filtering turned on in your ATI control panel? Or anything else changed from default in that area?
