As RAF_Magpie stated you only see what you have installed on your machine regardless of whether it is using the stock whitestar1.tga, editing the whitestar1.tga or using IL-2 Mat Manager markings.
If I select a F4U-1 (Corsair MkI) aircraft and select USN or USMC for the country and have markings turned on I will see whatever skin I chose with the new whitestar1.tga. If you joined my server and had download skins turned on and markings turned on you would see the skin I chose after it downloaded to you and whatever whitestar1.tga that is installed/selected on YOUR machine (stock, modified or mat manager).
Just as with the mods.
If you join a server and it has a mod that you do not have you can join the game, but you can't use the mod, only the players who have the mod installed get the benefit of using the particular mod.
I think that the only way this gets corrected is if a mod is created to change the whitestar1.tga and made available to everyone to download or a plane slot is created for the F4U-1 and it is assigned to the United States, USN or USMC and not Great Britain,RN for everyone to download.
