Well, I've checked out the 3 original Normandy maps and I always get rain, so either:

a) You're using a modded map, and the mapmaker has set the ambient temp. incorrectly (suspect the default is zero), or

b) The version of the mod that you are using has set all your maps to the same ambient temperature, which is low enough for snow.
