Hi Deacon- yeah that didn't work but thanks.
Looking at my file structure, it looks like I am missing a file that should be in
C:\Program Files\Ubi Soft\1946\MODS\MAPMODS\Maps\. There's no Bob folder or load.ini file like there are for all the other maps.
I had tried reinstalling the mod patch 4.09 but that hasn't cleared it up.
