Hard to say. Land on map_c.tga should be pure white, color value 255. Water should be black between "0" and "120" or so, that depends on the wide of the river (The higher the smoother are banks and water, but the water also changes to land).

Map_H seems to be quite white, that indicates higher land, i think most of the area is quite deep? But may be it is just the jpg.

map_c.tga should have doubble dimensions as map_h.tga before desecting it.
