First check your running in Open GL and are in a 32 bit colour resolution in the driver bit of Video Mode (you might also need Stencil Buffer on). Or this could be done in the Setup application.
Then when you change from Simple to Custom in Video Options you should be able to set Perfect in Landscape Detail.
In the conf.ini you should find under the Open GL section HardwareShaders should then change to HardwareShaders=1 rather than 0 as I think it may be at the moment.
