What is the most maneuverable fighter at low altitudes?

Probably in real life too. On the Yesterday channel I saw a bit about the I-16 in the Flying Tigers documentary. Russian pilots took part in the Chinese civil war for a short period since Japan was an old enemy. They included footage of two I-16's in formation, one of which performed a very quick flick roll. Maybe not the greatest fighter ever made, but very agile nonetheless.
