To post a picture you first need to put somewhere on the internet. Scan it, then upload it to imageshack or some similar image hosting server (google for it, the process is pretty self-explanatory).
Once you've done that you'll get a link containing the URL (internet address) of your picture which you can post on the forum.
Enclosing this URL in img tags {img} and{/img} - jusr teplace { }'s with square brackets [ ] - will make it show as a picture and not as a link.
It's pretty simple actually.
Here's one i took this summer, it shows an acro team flying WW2-era Harvards, and it's uploaded to the imageshack:
http://img381.imageshack.us/img381/5717/img1529xq2.jpg - this is the URL
... and this is the same URL enclosed in the img tags.
