Please do not create empty files in the DGen folder.
You got this error most likely because there were missing files in your DGen folder, which the game needs when it is modded.
My advice is for you to install (or reinstall) EnjoyR patch for no add-ons (latest version), then check that you have a fiunctional Germans_ru.dat file (open with NotePad). If not simply rename the Germans.dat file to Germans_ru.dat.
After that, reinstall Boelcke's campaign, after renaming certain campaign files as explained above in earlier posts.
Then it should work.
