You can name the missions whatever you like, as long as the mission name matches your entry in conf.ini. I just chose Tobruk since that's where the mission above takes place. 
Just remember the layout for the .mis filename:
00.mis
must exactly match your conf.ini entry ... this gives a lot of possibility for creating many different QMB scenarios on one map.
Let's say you want a series of missions around Tobruk, create a "Customxx=Tobruk" entry in conf.ini.
Now you also want a bunch of open desert missions on the same map. Let's call them "Desert_Palm". Create an entry in conf.ini called "Customxx=Desert_Palm" then name all the mission you've created "Desert_Palm00.mis". Now you have a complete new set of missions all played out on that same Libya_NE map.
