In order for it to fly do you have to be able to tilt the rotors?.

I'm not sure how it works, but the Lerche's controls work while hovering, so there must be something similar enough.

This is from the 20th century not the 21st century they didn't have tilting blades

Without tilting blades it wouldn't be able to move forward.
