Are you sure ? Take a look at this pic. I was flying the P-40 in the middle, and both 109s were AI. You can quite clearly see their rudders were moving.

I have gotten used to 109s 'flashing' their rudders at me when I'm on their 6, as it's usually a sign they're going to atempt an evasive manoever. You can also see landing AI deploy their flaps.
Now that you mention it though, it seems I only seldom see ailerons moving...
